It is a concept that is not famaliar with most government civil servants. Setting a KPI just simply means that they will not be met, unless a passing standard is so low that the public will laugh at. I suggest a focus on attracting top talents into the civil service, weeding out corruptions via harsh penalties and less squabbling within UMNO and between parties.
